Water and sewerage
WASA Lahore operates the Lahore system. PWASA controls policy, standards and fees.
Stormwater drainage
WASA Lahore operates the drainage system in its service area. Other roads and jurisdictions can sit under different public bodies.
Electricity distribution
LESCO is the default licensed distributor. NEPRA regulates it. LESCO's field chain runs through circles, divisions, subdivisions and feeders.
Natural gas
SNGPL operates Lahore's distribution system. OGRA regulates and licenses it.
Solid waste
LWMC operation is verified in October 2025. The operator after the 2026 Suthra transition remains open.

Responsibility is divided among local, provincial, development, federal and cantonment bodies.
Planning and building control
LDA is the main development and planning authority. Cantonments, DHA and other controlled areas do not all follow the same chain.

PHA Lahore has the broad Lahore function. Ownership of one park or green belt still needs an asset match.

PMA controls the statutory system. Each line still needs its current operating and maintenance contracts.

Lahore Police operates under Punjab Police. Stations sit inside circles and divisions.

District Health Authority Lahore runs the district primary and secondary chain under the Punjab health department.
Emergency rescue and fire
Rescue 1122 handles emergency medical response, rescue and fire dispatch through the Punjab Emergency Service.
Public schools
District Education Authority Lahore supervises the public-school system through official SIS school and markaz records.
