The source plate is materially stronger than a general city-level area claim because it carries a dated GIS map and coordinate labels. It remains historical and reconstructed. The 2019 report elsewhere describes 34 distribution zones but does not publish their current operating assignments.

- Conversion Method
- The yellow WASA Jurisdiction Area fill was isolated from the raster plate. Thin overprinted map lines were closed. The resulting contours were transformed to longitude and latitude through the printed 74 degree 10, 20 and 30 minute longitude labels and the 31 degree 20 and 30 minute latitude labels. The full method, controls, source image and QA overlay are preserved with the source geography.

- Use 300 metres of horizontal uncertainty. The source is a small raster map, not survey geometry. Internal text and line work were repaired by image morphology. The layer is suitable for dated city-scale context and point inclusion well away from an edge.
