The short answer
What is in force now?
The Act commenced on 29 January 2025.
Lahore WASA can no longer be understood only through its older LDA history. Current control must also be read through PWASA and the 2025 Act.
What it changes
The practical changes
- PWASA sets policy, standards and performance controls.
- The agency operates water and sanitation functions within its area.
- Groundwater, fees, agency budgets and operational powers sit in a defined provincial framework.
In Lahore
What this means here
A Lahore water answer must show both the provincial controller and the local WASA operating unit.
What this does not prove
The Act establishes the framework. It does not by itself prove the current boundary of every pipe network, circle or drainage catchment.
