Start with a street
The worker may be nearby. The office may be nearby too. The power to move staff, approve money or change a plan may sit much higher.
Water is rising on your road.
The distance that matters is the distance between the problem and the person who can decide.
How power works today
Daily services are split across provincial departments, authorities, companies, field administration and special territories. An MPA or MNA may help chase a complaint. They do not automatically command the local service staff or budget.
The officer closest to you can be accountable to a chain that ends in the provincial government. Your neighbourhood cannot remove that chain through a local election.
The Act creates an elected route into local decisions. It assigns councils functions such as drainage, waste, roads, parks and local planning. The town mayor is elected by council members. Voters do not choose the mayor in a separate townwide vote.
A law can create a council on paper. The council becomes useful when the election happens and the real operating machinery moves with the duty.
The levels of government
Pakistan needs national and provincial government. It also needs elected government for the work of a city, town and neighbourhood. Each level has a different job.
Federal
Defence, currency, foreign affairs, national law and large networks.
Province
Provincial law, equal standards, redistribution and large systems.
District and tehsil offices
Appointed officers bring provincial administration closer. They still answer up the provincial chain.
Local government
Elected councils can hold local power, staff and budgets for local work.
They do not automatically give a city control over its drains, streets, parks or building decisions. A smaller centralized unit is still centralized.
Why the current pattern matters
A routine service fails.
The responsible chain is hard to see.
A resident looks for a contact or political broker.
The politician becomes a fixer for ordinary administration.
The service can feel like a favour instead of a public right.
Local government helps when the person voters can remove also has the legal power, staff and money to act.
What the 2025 Act promises
Section 26 gives local governments a long list of city functions. Section 27 gives Union Councils a role in records and service complaints. The remaining question is whether authority moves with the words.
Residents elect the councils.
The council receives a clear duty.
The budget reaches the same level.
The council can direct the people who deliver.
Offices, equipment, contracts and data move too.
The system survives political changes.
The governing rule
Higher government still matters. It should step in for scale, coordination, equal standards, expertise and rights.
Four systems in seven years
The argument reaches beyond boundaries. Each law changed where the political centre sat and how residents reached it. Punjab passed two different local government Acts in 2022.

The Chief Minister may set policy and objectives. The Minister may direct urgent public-interest action. The Secretary has supervision and general control and may issue standing instructions with the Minister's approval.

The Act requires the Government to divide district territory into urban and rural areas. For Lahore, the entire district must be treated as urban. This legal classification leaves the individual local-government areas to later demarcation.
